Establish and document a framework for User Feedback surveys

Establish and document a framework to enable the community to do the steps needed to launch a user feedback survey that can be executed on by foundation staff.

There are several initiatives that have been seeded or are in some point in the process that need to be brought the finish line (or the starting line, as the case may be). If there were a clear framework in place, contributors would be empowered to see each effort through to completion.
