docs: Expandable History panel for features that are not JS API's

Has it been considered to add expandable History panels to some of the major features in esm.md? Perfect example is conditional exports: when was this feature added, unflagged and warning free? When was processing switched to object order? To know this you have to search nodejs:CHANGELOG_V13.md.

Not knowing the exact versions of these changes can make it difficult to explain the best way to use these features. I realize backporting things to v12 will make this more difficult but I think for some of the major features being able to review what versions had major changes would be good.

I think that would be pretty helpful. But given the multiple version lines, maybe an alternate approach could also be a guide outside of the per-version docs that describes strategies and is very explicit about version requirements (and may be linked from the docs).
