Review and Group the i18n WGs of nodejs.org website.

These days I have reviewed the "WorkGroup" section of the nodejs.org website. (https://nodejs.org/en/about/working-groups/#i18n)

I think we could check each other's github and see if they are active or not. For example, the Spanish one seems without updates for four years (https://github.com/nodejs/nodejs-es).

Questions:

• Do you think it is necessary to have a github for each group for each language?
• Do you see it necessary / interesting considering that nodejs.dev is on the way?

Proposal:

1. Review each repository and contact each head person.
2. Propose a union so that we are all here.
3. Increase the documentation of this github with the updated list of active people.
4. Define and create labels so that each group, by language, can tag their issues.

Benefits:

1. Improve the communication with all and we can reach more people.
2. Reduce doubts from other users, who do not know the organization well, and do not know which github to go to.
3. Improve the i18n WG not having githubs without activity.
4. Reduce duplicate documentation/information.
5. Reduce effort by not having to maintain multiple github repositories.
