full-icu variants for node 12.x 10.x

Hi,

I have been looking for node docker images with built-in full-icu, I am aware that it is the case in node 14.x but we cannot upgrade until the upstream production provider upgrades. I wondered if the docker-node team would know of existing images with built-in full-icu to avoid having to build our own images by building from source...
