Onboard miladfarca to Build WG
I have recently started hosting some of the Build WG meetings and need permission to land PRs (i.e https://github.com/nodejs/build/pull/4095).

I propose that we make @miladfarca a test build wg member. He's already been leading the regular meetings and helping behind the scenes with Richard. With me moving to a different role within Red Hat I believe he will only get more involved in the build work and so onboarding as a build WG member is better than trying to get him access in some other way.
