I have recently started hosting some of the Build WG meetings and need permission to land PRs (i.e https://github.com/nodejs/build/pull/4095).

I propose that we make @miladfarca a test build wg member. He's already been leading the regular meetings and helping behind the scenes with Richard. With me moving to a different role within Red Hat I believe he will only get more involved in the build work and so onboarding as a build WG member is better than trying to get him access in some other way.

Onboarding to build-test issue checklist

• [x] Email the new member and obtain their public GPG key
• [x] Add them to the test group in nodejs-private/secrets
• [x] Add them to the nodejs/build and nodejs-private/build GitHub teams
• [ ] Before the meeting the Onboardee is to:
  • [ ] Install Ruby and the dotgpg gem
  • [ ] Install Python and Ansible
  • [ ] Read resources.md, jenkins-guide.md, GOVERNANCE.md and have any questions ready
• [ ] Schedule a meeting with the member to:
  • [ ] Walk them through the infrastructure and what other members do
  • [ ] Explain how to decrypt nodejs/secrets
  • [ ] Practice SSH access to the organization's machines. See ssh.md.
  • [ ] Practice running the jenkins/worker/create.yml playbook on one of the machines in the test CI cluster
  • [ ] Answer any questions they may have
