Repurpose Ubuntu 14.04 hosts

We have two of them in the inventory:

This one is in a data center that's being closed next year, so we should decommission it and provision a replacement (with a current OS) in one of the remaining data centers (as opposed to e.g. attempting in place upgrades): https://github.com/nodejs/build/issues/3279
