Create `test-runner` repo
The test runner team would like to have a repo for organising work, arranging meetings, keeping notes, etc.
Could the repo please be created and grant @nodejs/test_runner admin access to the repo.
That's a repo for an npm package where users would presumably report issues with that package, so I think that's different.
P.S. I have no idea who (if anyone) is maintaining the package.
No one is maintaining it, and no one is using it. I could bet money that you won't be bothered by user issues.
Users bothering me wasn't really my concern: I'm pretty sure we don't want anything in that repo,so I think it would be better archived and a fresh repo created.
