Convert the Addon API Working Group to Addon API Team?

Seems like the Addon API Working Group is defunct and should be converted into a team. /ping @nodejs/addon-api in case I'm totally wrong.

I'm +1, I think there is still a team actively working on Nan but I don't think they operate as a Working Group.
