First of all, this is not a bug. There is no requirement as such in the Solid Protocol for it to be a "should" for the Description Resource.

Needless to say, forbidden entails processing the payload of requests targetting a Description Resource. If this is proposed as a new feature or enhancement somewhere, that can be evaluated separately. Servers that wish to set such constraint to clients, should consider advertising the constraints: https://solidproject.org/ED/protocol#constraints-problem-details
