Make C sources UTF-8

Assume all C source files are UTF-8 compatible

Currently, the only non US-ASCII file is ext/json/vendor/ryu.h. ~TODO: check if the sources are valid UTF-8.~ Postpone to the next major release.

Timeout on Windows

Since [this run](https://github.com/ruby/csv/actions/runs/14426789844), test.yml seems hanging up and timed out with ruby head on Windows. But it's strange that #341 itself worked fine.

Undocumented items in TAGS style

`rdoc -C` can report undocumented items, but the output is not suitable to jump in editors. It would be nice to have an option to report in TAGS file style.
