I don't use export and don't know what `noweb` is, so I don't know if this export looks as you intended it to be.
I'll keep it open. Org-transclusion does not support expansion of [noweb references](https://orgmode.org/manual/Noweb-Reference-Syntax.html) when transcluded source code has them.
