Disable Scroll Smoothness Per App [enhancement]

Description

There some some apps (CAD design programs) that don't work well with the smoothed/trackpad style scrolling. It would be great to have the app allow you to have the smooth scrolling on for most apps, but turn off when certain pre-defined apps are active. I have a similar app Fluor this does this for the F keys and works great.

Rationale

Allow for smooth scrolling most of the time, but automatically turn it off for programs where smooth scrolling doesn't make sense.
