Selecting more text then fits on a screen causes scroll to shake/jiggle

Given user working with large text (several paragraphs long). And user tries to select last paragraph by selecting last word and then trying to move the selection cursor up, When selection reaches top of the screen, the screen won't continue scroll up, but instead begins to shake
