alllow public replies to messages

It would be cool if users could also reply to anonymous messages anonymously in a public setting. With discord's support for built-in replies we should be able to have the bot reply to itself with the new sender's message.

We will have to see if its possible to send an embedded message as a reply. If not, we will be limited to one layer of repliability "depth" (as replies to messages wouldn't be repliable).
