report more info on deviations to PARAMETERS section of Report.sso

Currently columns in PARAMETERS section for Phase, Min, Max, and Init are underscores and Prior, Pr_SD, and Prior_Like are blank. However, these could get filled in with useful information which would with tasks like plotting parameters relative to their prior distributions.
Currently it seems that recdevs are bounded at -5 and 5 and MGparm devs are bounded at -10 and 10. Init and Prior values would generally be 0 but could be changed in control or par file, Pr_SD would be sigmaR or the chosen sigma for the parameter devs. The likelihood contribution for the devs is presumably available somewhere.
comment from @iantaylor-NOAA on 2020-08-21: I commented in #39714#note-15, that I had "some ideas for future additions to the output for deviation parameters (to be added in a separate issue)". It turns out I had those same ideas 4 years earlier, so am just updating this existing issue.
The original post suggested adding bounds for Min and Max for recdevs and parameter devs, which has since been implemented for the recdevs and parameter devs, but not yet Impl_err parameters (which I think are not often used).
I think that adding adding the SR_sigmaR value in the Pr_SD column for the recdev parameters would only have trivial benefit since that parameter label will always be associated with the recdevs. However, for other parameter dev types, reporting the value of the associated dev_se parameter in the Pr_SD column would save some trouble of matching up the parameter names (e.g. matching "AgeSel_P3_FISHERY1(1)_DEV_MR_rwalk_bnd_1972" to "AgeSel_P4_FISHERY1(1)_dev_se").
I don't see much value in adding the "Pr_Like" as suggested in the original post, but I presume the calculation wouldn't be too hard to add.
This should definitely remain low priority and I think should stay on hold at least until after the release of 3.30.16 and I'm happy to help with it at some point after that.
