add a way to input selectivity at a specified fleet/time/age as data

time will allow field measurements of selectivity to be input to the model., as well as allowing such input to be a "prior" on selectivity

This is functionally equivalent to prior predictive check per @Cole-Monnahan-NOAA , so let's rename and finish implementing it

They're similar but I might not go so far as "functionally equivalent". I do like the idea though. I'm curious to see how this performs when it's implemented. I've also got a framework setup outside of SS3 if that would be helpful for development/testing.
