Release new SDK for upcoming Npcap 1.83 release

The upcoming Npcap 1.83 release will contain new features (PACKET_MODE_NANO, PACKET_MODE_SENDTORX, PACKET_MODE_SENDTORX_CLEAR) for pcap_setmode, and we will need a new SDK release defining those constants so people can use them in a clean way. Also see #802 for documenting those new features.

...including the people who develop libpcap.

I'm assuming that PACKET_MODE_NANO means "capture with nanosecond timestamp resolution" (or, at least, "with better than microsecond resolution"). If so, please submit an issue or a pull request for this to the libpcap repository, so we can be ready for it.

Absolutely! We made a separate #804 (upstream to libpcap) from this one just so we can divide up the tasks and finish them in the right order. Our plan is to do the Npcap 1.83 release, then the upstreaming to libpcap of the nanosecond precision support (it's really 100-nanosecond precision) for Windows, and then release the new SDK. We figure it will be easiest for you all to test our pull requests if we make the Npcap release with the pcap_setmode support first.
