I don't think the power setting is the issue here: as I mentioned before the ESP-IDF and Arduino examples work fine, it's only the ESP-AT firmware that reports no APs...
I cannot reproduce this anymore with a clean dev environment and the latest master. I assume one of the core library updates fixed the issue.
