Get ROUTER_IMAGE_TAG value from the value set in the Makefile

Agree, I'm thinking how to fix the issue the less harmful/most cleanest way!

Right, it is referenced in `config.yml` my mistake.

`skupper version` does not show the version of the running cli itself

@hash-d I believe that the CLI version needs to be fixed, regarding changes in the output, I think we need to reflect the change in Refdog first, so an issue...
