I would like contribute to nltk the lists of names in spanish attached. I've downloaded these names from http://www.ine.es and from a python script I've generated these files.

INE has a legal note from http://www.ine.es/ss/Satellite?L=0&c=Page&cid=1254735849170&p=1254735849170&pagename=Ayuda%2FINELayout#

In my opinion we can add these files to NLTK with this note: Elaboración propia con datos extraídos del sitio web del INE: www.ine.es Fecha: 2018-04-23

I've updated the files with this note.
