Lazy downloads

Downloading all the cmake binaries was too slow for me and they occupy about 20G on my hard disk. So I implemented a feature so that they're only downloaded when they're required.

I like the idea, but the current approach is mixing a lot of things: downloading, keeping a version list, and the actual checks. I am currently not entirely sure if I would merge it like this, or if first the two scripts need to be joined and a version overview can be expected in all cases.
