[feature] notifications for change lifecycles

This is a feature request to support pushing notification in some manner (webhook, mqtt, etc) for events that occur on the system (reboot required, build success, build failed, etc). Ideally event publishing would be configurable by event type (ex allow for only publishing of build failure events).
