Process the `USE_MARKUP_MODE` variable

Currently, there is no operation reserved for switching markup mode in asciio. Let's do this, let this variable stay here for now, I will open a separate ticket, and then I will rectify the switching logic of markup mode. What do you think? Not dealing with it here for now? I'll leave this variable alone to make sure it works for me.

Process the USE_MARKUP_MODE variable and add the operation of switching markup mode inside asciio. Don't let users configure themselves in configuration files.
