On repeat runs GitRepositoryEnricher rewrites already created links, pollutes WI history

Describe your issue:

I want to do an update run for existing WI to migrate new links to commits and pull requests. I'm running v11.9.31.0.

GitRepositoryEnricher keeps removing and re-creating links that were already added in previous runs. It adds unnecessary things into WI history and now WI history is different between source and target.

Is this beta-behavior or it's better to gather some logs to investigate?
