Inline Links not updated during migration

After a test run of the "VstsSyncMigrator.Engine.Configuration.Processing.LinkMigrationConfig" processor, I found this issue...

My target account had item numbers in unrelated projects which matched 'related link' item numbers in the Source account. vstssyncmigrator linked the target items to the new bug.

e.g. The attached images show Source Bug with links to Product Backlog Item #9115. In the Target Bug, this link is replaced by TEST CASE #9115 (in unrelated project in target account).

Unfortunately, these links are currently not translated.
