I'd check to see if you have drivers blocked through Intune or SCCM policies.

Have you confirmed that if you click Check for Updates the driver would come through? Windows Updates operates generally via CHIDs.

I'm also able to repro this issue, interestingly this only seems to occur if you launch Windows PowerShell from the start menu AND have Default terminal application set to Windows...
