ACER Infinite Loop

The issue is an infinite loop in the do while loop beginning at line 105 in 2016.44's acepa.f90 file. Turns out that in the e80 92u file we have successive energies at 1000.00000 and 1000.00004 eV (we did not have this in the e71 file). The sigfig calls within the do while loop truncate the 1000.00004 value back to 1000.00000 leading to the infinite loop.
