Publish cloud images

Is your feature request related to a problem? Please describe.

The images published by the NixOS projects don't have cloud-init enabled by default.

For each commit on master, build and publish new images.

I would say cloud profiles and terraform examples on how to deploy with nixos-anywhere using ubuntu standard images might be now more appropriate and easier.

How much do we still need this given that we use nixos-anywhere now in most places?

It's not a priority right now. This is mostly handy in cases where the cloud auto-scaler is being used.
