Replace the vagrant cloud to HCP registry
Hashicorp replaced the vagrant cloud to HCP registry, it should use the new environment value https://github.com/nix-community/nixbox/blob/1234fa3611a0baa627c801ab8efecb564820c4b5/nixos.pkr.hcl#L77-L86
I have updated the code, and it should add the hcp client id and secret for the registry, and update the project secret value.
