weechat: add module

Calling this a draft because it's probably not polished enough as-is, but I've been working on this as a personal module and figured it may be worth sharing/upstreaming.

(is a recursive option type a bad idea? hmmm)

i've long been looking for a weechat module to be able to setup servers/channels to autojoin. weechat uses several files by default I think. Does weechat possibly allow to keep both the declarative and imperative styles ? Like HM generates a readonly config and weechat will still load complementary imperative ones ?

While I'm not aware of any built-in weechat functionality, this module uses a startup script to accomplish this. On weechat startup (and on home-manager switch), it will run /set commands for everything - so it will clobber imperative settings that are also set in the nix config, but leave all of the rest intact. There are some caveats/limitations:

1. Since the startup script is loaded too late, autoconnect servers will not quite work. I instead just set up the server, and have the startup script run /connect after everything is set up.
2. Settings that were previously in the nix config but are then removed will not revert to a default or previous setting after a switch.
