bug: The recently added xplugd resets xmodmap settings

Issue description
The recently added xplugd service under xsession.nix calls setxbmap on some IO actions. Calling setxkbmap causes the xmodmap rules to be reset.
This is exasperated by using a yubikey for example. I take out my yubikey when I leave my laptop. Reinserting the key will cause the xmodmap rules to be reset. As well as suspending and hibernating.

I recommend doing something like
{
systemd.user.services.setxkbmap.Service.ExecStartPost = "${pkgs.xorg.xmodmap}/bin/xmodmap ...";
}
so that your xmodmap rules are reactivated every time the setxkbmap service runs.

Still an issue. As a workaround, I have overridden the script used by xplugd to not only restart the setxkbmap service, but also xset the key repeat rate and apply libinput rules for my touchpad and trackball.
