Using a container simplifies the packer test config, more portable and quicker to execute.
Allows `packer.inspect(mrf=True)` to work without raising an exception in Python 3. Tested under Python 2 as well.
It would be great if the "-on-error=[cleanup|abort|ask]" was supported.
Currently, there's only one dependency for packer - `sh`. I don't see a reason to keep that dependency as it can be easily replaced with `subprocess`.
