Village Mercenaries stage at 30FPS doesn't add passive DA with NTSC mode on

I use re4_tweaks standalone.
When playing the Village stage at 30FPS, the NTSC patch does not add the passive DA that is present in the GCN release. At 60FPS, this feature works as intended.
I imagine there is some issue with the 60FPS fix that was implemented that inadvertently broke it for 30FPS?

EDIT: Playing at 30FPS with the 60FPS fix commented out, the mechanic works as intended.
