Seems like both RE Tweaks and x360ce uses dinput8.dll. Even renaming to winmm.dll it doesn't seems to work!

This is just an alternative solution, but doesn't Steam input configuration do most, if not all of the things that X360CE does? Why not just use that? The only way to play RE4 HD on PC legally is via Steam anyway.

Steam input configuration doesn't work with my controller, at least not with all the functions of x360ce (force feedback, button mapping, etc). Instead, the first time I used steam input, it just feel as I was using xpadder, wich is good for playing keyboard only 1990's game, but not modern games at all (at least when I tested last time).

About being "legall", even cracked games works at steam if you use the option to add external games on steam. So that wouldn't be a problem if it worked well.

Anyway, I read on Nexus RE4_Tweak page that you can change the name of dll to "xinput1_3.dll" in order to Ultimate Trainer to work and GUESS WHAT, x360ce uses the same dll, and it seems to have worked (on opposite to rename to "winmm.dll" for whatever reason). I want to register here for people with the same problem.

For some reason, there isn't a single issue about x360ce, even though it's a common app out there. Not many people has conditions to have an original Microsoft Controller, not my case, but the original drivers sucks so I use a japanese alternative driver which makes games thinking my controller is a "generic", so no forcefeedback and no xbox 360 layout buttons. But, thank God renaming dinput8.dll to "xinput1_3.dll" worked.

Have you thought about using DS4Windows? There are thousands of users (myself included) who enjoy the endless features of this amazing program. It's well maintained too, with lots of flexibility. No special DLL to put in game folders either. I can't imagine my life without this thing because it has so many great features.

Does it supports Xbox 360 Wireless Controller?

it looks like windows isn't even detecting your controller. This happens from time to time. Usually a restart fixes this. Otherwise you can run joy.cpl to see if your controller is connected. If its not there, then you should check and see if its in the Device Manager. There is some info here:
