Document Rpc methods

There is two parts to this, both providing similar information:

  • [ ] Annotate the functions and parameters in our own nimiq-rpc-client fully such that clap can provide meaningful help texts
  • [ ] Provide a proper readme documentation for nimiq-rpc-server
