Can't generate new keys for encryption in v3

I have update from 2.1.27.36 to 3.1.4.27. Most of bugs are fixed but i cant perform generate key for user. There isn't fields to enter asymetric keys and when i enter current user password and press "Confirm" nothing happen.

I'm using it with LDAP. Users can see|edit|add passwords, but admin panel show that passwords have old type encryption.

Logs have'n any errors, just silence.
