This pull request contains fixes to build utilities and other fixes such as refactored script and CI.

Merging this pull request closes #175 and maybe #159

Tasks:

• [ ] Port Hammer editor, but it needs to be rewritten from scratch from legacy 90s winapi code to something modern like qt or imgui
• [ ] Fix that many maps crashes an engine but some are not
• [ ] Maybe port other utils but most of them are legacy
• [ ] Maybe port VMPI for non-windows
• [x] Fix fun bug when configure defines in non-root wscript can be ignored (when build both launcher and utils)
