Build Instructions for Big Surr and Windows 10

I was wondering if we could get build instruction for macOS Big Surr and Windows 10 because it isn't quite obvious how to do so because there are several dependencies and prereq's required to get it working.

Build using MSVC, you have to get the missing libs yourself.
