Hello, just found out about this issue in our systems, and I have a way to reproduce it. So I will post below all information if it helps resolving it....

### What is done: I implemented all the cases you described above and tested `Adding/Removing/Updating IPs in backend config` and both `backend policy` and `volume policy` is getting the updates....
