Create [BypassFlushHead] Attribute

The [BypassFlushHead] attribute will allow users to set up flushing globally, and opt-out of some actions.

I took an initial crack at [BypassFlushHead]: https://github.com/justinvp/CourtesyFlush/commit/5643ffc096eb84150041cb17003e9fab62e0469d

The changes are on top of https://github.com/nikmd23/CourtesyFlush/pull/7; if/when that's merged, I'll open a new pull request for this change.
