[Suggestion] Option to set jpg and webp quality 0-100

Hello, thank you for the great ncnn releases! While interpolating images, I don't want to lose quality, which happens right now with webp and jpg. Png doesn't, but the images take up too much space on my hard drive (122GB for a 22 min 1080p video). It would be nice if there was an option like -q (stands for quality) to set jpg or webp quality. So a full command could look like ./ifrnet-ncnn-vulkan -i input_frames/ -o output_frames/ -f %08d.jpg -q 99

Edit: ffmpeg can do this with -q:v which can be any integer 2-31
