tab header item counts show all-surfaces counts even with surface selected

1. Have a bunch of trains and stations on different surfaces.
2. Use the dropdown in the top right to select a specific surface.
3. Tab header item counts remain unchanged.

Don't have the time to gather the other data and the bug is generic enough that i suspect this info is enough. Lemme know if you truly need more.

I would like this fixed too. I wanted to get a quick count of how many trains I had on a surface so I can compare to the number of depot stations I have to make a decision if I could build more trains, but this tab total didnt help.

@ajklotz Just in case you weren't aware: As a quick workaround for now, the default train overview will provide these counts for only the currently active surface, and pretty easily if you have all your depots named the same. :)
