cfg and weight files

i am not able to match my cfg and weight files since 3 days i got stuck at the same point and not able to go forward please help how to run below command?

flow --model cfg/tiny-yolo.cfg --load bin/tiny-yolo.weights

give step by step solution please as i am newbie.
