Update vl_part_type.sql; add default values 101, 102 and 103

Add missing default values in vl_part_type.sql so that this VL table is consistent with most of the others.

GLIBCXX_3.4.26 seems required but it is not in libstdc++.so.6 (the latest available is GLIBCXX_3.4.25), how to tackle this?
