Archived records get duplicates

While scrolling trough the archived records I found already archived records, that have been archived again.

Example is the id 655: image ValidFrom 1514761200000 InvalidFrom 1577833200000

Only the name field refers to the id 607, which is an actual person: image ValidFrom 1514761200000 InvalidFrom 1577833200000

Valid/Invalid of both records have the same value.

What happend here?
