EFA#86: in 2.4.0 "efa always on top" misses an option for the "bringtofront" task

Efa has an option to keep the boathouse window alwayse on top. In efa 2.4.0, the option for activating/deactivating the boathouse background task for "stay on top" is missing. Nonetheless, a former saved setting from earlier versions is still read and leads to an active background task bringing efa to front every minute.

The option should be available to the user.
