Notification does not display when adding multiple tweets together in a thread and the bottom most tweet does not have an image

To Reproduce Steps to reproduce the behavior:

1. Go to twitter.com
2. Write a new Tweet
3. Add at least one more Tweet to the original Tweet via the + button

5. Submit the thread
6. You are not prompted to add alt text.

Expected behavior

Regardless of whether or not you're adding one or more Tweets, you should always be prompted to add alt text.
