Release 2.11.12 is missing the signed tag

I noticed that the release 2.11.12 is missing the signed tag and i notice that various old releases miss it as well.

It would be important to do it in order to guaranteed a certain level of security of the release process.

Tags for 2.13.0 and 3.0.0 are also missing.
