pip 安装2.0以上的库之后，使用tf_upgrade_v2 --intree my_project/ --outtree my_project_v2/ --reportfile report.txt命令，重建项目文件，然后在调用tensorflow库的文件里面添加tf.compat.v1.disable_eager_execution()可以解决这个问题
