allow for glogg (and settings) to be used from usb

currently the config is written to %APPDATA%\glogg could the code be altered for a portable mode I guess you would call it to be used somehow - eg if an empty glogg.ini is created in same folder as glogg executable before running glogg its settings are written to this file instead.
